@Antaris: Well, someone would have to write a TOC.bin updater for DLCs. Without that, there is not much that can be done because I cannot anticipate what exactly people modded in their DLC and I have to adapt the PCConsoleTOC.bin of the EC in order to make MEHEM work. Modding the Leviathan DLC should be fine. IIRC, I only changed the BioD_End002_400Guardian.pcc and the DLC_EXP_Pack001_Int.afc in that one and the length didn't change so I didn't have to edit the PCConsoleTOC.bin in that DLC. So if you stay away from those two files, you should be able to do whatever you want with Leviathan.

@Galamere: Thanks. VO improvements in that area are planned for v0.4 so you no longer will have to miss out on Cpt. Fob of the SSV Nuernberg.

@TheTallSpartan: You cannot make animations (other then linear movement) in UDK. You need to make them in 3DsMax and export them into psa files with Epics import/export tools. You can also try to export psa files from Mass Effect 3 itself, using ME3Explorer's "Animation Explorer' (in the dev tools menu). For some animations this works, for others it doesn't (at least for me atm, see
here).
As for getting started with UDK, Epic has a bunch of rather good introduction pages, e.g.
here and
here. Otherwise, if I want to do something and don't know how, I just google the problem and usually find a pretty good youtube tutorial within the first 5 results. Just play around with it and you'll be learning by doing.
