Yes, strength affects the damage, but you need dexterity to equip good bows. Push both.

And don't forget cunning for the rogue skills.

Getting Leliana to play an archer is a pita. So far I've heard you have to get her in tactics screen then select 'ranged' and 'archer'. She always switches to melee weapons.

It's best to get Lethality early and then you don't need to worry about Strength except for armour requirements - so about 18 probably good denough.
