I'm pretty sure it's not, it doesn't fit with the style of the rest concept arts that are around. But a pal I know says it's official.
I searched here and I found no answer to this, so I decided to make a thread.

Also, it looks pretty cool, I hope they don't scrap him in the final version, after all, it's based on one of the figures that appeared in a pic from Bioware:

Go to this thread [edit-not necessary any more since image has now been added to the OP] and scroll down until you see the first picture of a man - he's standing in front of some concept images on a wall. To the right of his shoulder there is a silhouette of something similar, underneath the word "Tevinter" and with a red arrow pointing to it.

So either it is real concept art or it is fan art inspired by the image I linked to.

I'm also dubious since it isn't consistent with other concept art we've seen so far, but it does match the image in the linked thread.

Where/how did your friend acquire the image?

Yeah... I don't even know what to make of that. I saw the pictures of the BioWare guys standing in front of the wall with the scale silhouettes. I don't know. Tevinter Magisters riding scorpions sounds... ludicrous is the word.

But new enemy, new enemy type, mounted combat, and hey it could be fun. If it's fun and handled half well you can make an audience suspend their disbelief for just about any damn thing.

So I for one am playing wait and see with this enemy unit... boss fight... commander unit.

He didn't tell me, but knowing him, I'm pretty sure he just wrote "Dragon Age III Concept art" and found it.
I made a search by image similarity, all I found was the same pic in random places, but not it's origin.

This is why I'm asking here, after all, we have the very devs of the game on this place. Making it a lot easier to know if its real or not.
