I bet if you take a few moments to read through a few of the permanent posts pinned to the top of the forum, you'll see a solution, i.e., patch 1.05.

I have the same issue. Just reinstalled the game, and all the DLC I payed for a while ago is available for purchase again. The DLC shows on the website(Along with all my DA2 and ME2 DLC), but in-game it looks as if I've never bought it. I have installed patch 1.05.

This can also happen if your login password (the one you use for both the BSN and in-game) contains special characters; your password should only contain numbers and letters.

Ah... missed that part. You need to contact EA customer support if the DLC is not associated with a particular account. Go to help.ea.com, log in, and select "Talk to a Game Advisor"
