This is a tough one OP. Like everything else, its player skill, not the loadout. That being said, my own arrogance will from time to time leave me with your feelings when i see a bad loadout on a random, but, i personally have zero problems using the Locust, GPSMG, etc on any difficulty. So I cant agree with you 100 percent, but i know where you are coming from.
I guess im just saying its not easy to blanket everyone, although Im sure there are more than enough bad players to back up your argument.

I'm a PUG-only player and almost only play gold/platinum. I personally use GPR X in plat to mow grunts from a distance and Reegar X against bosses on my vorcha soldier. My problem with people in lobbies is not so much weapons such as Locust or Mattock which can be efficient depending on the role , but people having Locust IV and Mattock V with Grenade Capacity II, low-level to no ammo/armor/gun consumables equipped.
Obviously they're looking to get carried, i've seen a lot more of that in plat since Retaliation came out, and while i'm definitely holding my own i'm also definitely not one of those guys who can solo platinum. And even if i were, i'd rather make it a private solo game from the start.

Puggers can have whatever strange loadouts on gold they like - if they don't do any damage then they can't progress their challenge points. So I would hope that those people out for the challenge points alone realise it's more efficient for them to do difficulties they can reliably stay alive on.
Meanwhile, I PUG silver and since the challenge point system I've noticed a change in player behaviour towards objectives. It used to be you'd never have to suffer an escort mission alone, but now the randoms seem to think as long as one person sticks with the drone, they have the right to go shoot everything that spawns on the other side of the map. And then they die miles from help and refuse to gel.
Before the challenge points race you'd get people acting the same way, of course, but usually not on objective waves.
