It's speculation. Pure speculation. Same can be said for what systems DA3 will be on. However, one can use common sense and figure it out.
EA wants max profit. 360/PS3 each have over 50 million+ owners. A new console would be lucky to have a few million. That doesn't exclude next-gen systems. It's possible you could see some HD versions(basically what the PC version will look like) on these new systems(assuming they're on next-gen hardware). You can pretty much guarantee it will be on PS3/360. Largest potential revenue gain is on those systems and where DA franchise established itself. Unless M$/Sony decided to drop untold money into EA/Bioware's hand to make it exclusive on their next-gen system, it's a safe bet to assume it's coming out on PS3/360 at least.
I don't think you'll see any company fully utilize and build a game around next-gen architecture until Sony/M$ stop supporting 360/PS3. Until then, all next-gen games will be HD upgrades like the PC versions. Probably a safe bet to assume it will be on PC too since that's usually the platform they build it on and break it down. I'm not sure if Bioware does this but most devs do. Lastly, Frostbite is not currently built for next-gen systems to my knowledge. It's purely optimized for PC, 360, PS3. No Frostbite 3 yet(at least to my knowledge).
