(Edited for clarity) Looks like a bug. One of the .uti files in my module doesn''t export, either. The other .uti files are OK.
The resource is question is the first in the list of all resources, as it happens, so I'm not yet clear whether the bug is with the first resource or the first item.

OK I've identified the bug.
Builder-to-Player will only package what's in the export folders. It doesn't care what's in the toolset data base.
The bug is in the export. If you filter to all objects, select the first one, shift and select the last one, it selects all objects EXCEPT the first one. So, when you export without dependencies, the first one is missing.
The workaround is to select the first resource by itself and export without dependencies.

Apparently, this is a known issue with the toolset under Vista, which isn't easy to fix.

I put all of my resources under a folder called __FOB so that when I need to do a full export, there is only one thing to click on.
