Since we are rolling with Frostbide, is a creation kit a no-no or a maybee-maybee?
This is one of those question toppics where a compleatly vague answer would do... so... in case anyone from BioWare drops by - feel free to leave a vague answer behind.

Not because I can mod, but because I can download mods
But when I see articles about Skyrim's Hearthfire DLC, and see all the comments saying "there's a mod for that, no buy" I can understand why it's withheld.

I desperately hope they DO make one.

Meh, Hearthfire was just lacking seriously.
I'm more concenrned about the technicall aspect. Frostbide is an outside engine and none of the games made in it have any kind of editor.

Even then the toolset would have to be worked on to put it in a shape that can be used by gamers which means using resources.

But I hope they prove me wrong!

The toolset in Origins was useful for making sure I could get the full set of Ancient Elven armour (the bug where the boots don't drop is really annoying) and for replacing the X% bonus to healing (which didn't work) with something that did, usually an elemental resistance.
If they have time (and resources) once the game is done, sure, why not? But it's not - and never will be - a major concern for me.

Q: I loved having the toolset and being able to do whatever I wanted to for modifying things in Origins. And in DA2, sure while I loved being able to change the color, or when people had made those mods for my companions, I loved using those. But hypothetically, even though, in the very same way that Mass Effect had the console but we couldn't use that in [ME] 2 or 3, are you going to allow us to go in and play with the Developer Console and play with the toolset, or is it gonna be more like "No, here's our game, don't touch it"?
Mark: So, I can't talk about too much there without giving things away, but I'll just say that at the current time there isn't any planning to do that, and there are various reasons for that, that I can't really talk about right now. But, I guess, never say never, but right now there's no plan.

They're probably going to release the game first and some time after that, then they will make a toolset. I think that's fair enough I guess they are really focusing on the game right now and the toolset isn't in their minds right now which is a good thing... But I really do want that toolset.

The real question is: why didn't we get the DLC for Origins for that toolset?

That's still nothing more than a maybe. I'm fairly certain the original tweet was referring to the developer's toolset.don-mika wrote...

So why would DA3 then? I'd say it definitely won't.

The day EA released "item packs" for DA2 and people bought them was the day I knew we were not getting a toolset ever again. Because with extensive tool-sets and Blender, you can make those awesome models yourself. And upload them for others. FOR FREE!!!!! *pass EA the smelling salts*
(Honestly, the Fugitive's Mantle was actually cool - so I downloaded a Nexus armor with that model)
And Frostbite 2 being basically EA's engine that all EA games are going to use for now (Battlefield, DA3, Mirror's Edge 2) and EA controlling the means of production means we won't be given the reins.
