Game isn't expected to come out till late 2013, so yeah I think it's a bit early. Give it another 4-5 months.

Some places let you pre-order after the game has been announced, even if there is no release date yet. So pre-order whenever you like. I'm waiting to see what the bonuses are first.

Yes, it is. Though people were still holding Dukem Nukem pre-orders from 15 years ago. I don't think we'll be waiting that long (and I hope to many, many Gods that the quality isn't on the same level)
