I don't know. It's probably because their servers disconnect so much and they don't always keep all their credits when they complete a match, so they need something to cheer them up.

Because:
open source, mods, freeware, upgradeable, emulation, also possible to fry small eggs on a gfx card gpu. Also consoles have very short lives and become worthless in around 5 years.
