So here's a fireball flying to someones face. What is it the dwarves possess and some pieces of armor possess that make the heat from the fire less, and why wouldn't it work vs a fire arrow?

Are you talking about game mechanics or how it works in-lore?
In the latter case, I think magic resistance might work with only a part of the spell, like the ones in the Entropy School. I don't see how a dwarf could be more resistant against a fireball, if fire normaly affects him like it affects a human.

So lore wise elemental magic ( or physical magic, telekinesis ) is not a subject to resistance?

I think it shouldn't, because as I said, I don't know how it could work. It seems stupid, unless a dwarf is more resistant by default to fire or ice. Which would be stupid anyway.

The dwarves apparently built up their resistance to magic as a result of lyrium exposure, but how does it work? My guess is that magical energies slightly weaken in the presence of dwarves. Fireballs don't burn as hot, Winter's Grasp don't run so cold, etc. Magic still works on them, it just doesn't work as well.
As for templars, I believe they negate magic simply through force of will, aided by lyrium. Magic comes from a dream world shaped by emotion and belief, so they can "dis-believe" magic. (That's not a real word, but I don't have a better one.)

Its magic. It isn't bound by laws of physics or logic. A magic resistant dwarf is hurt less by the magiacl flames of a fireball than he is by an actual flame. There is nothing to explain or understand, just accept that magic doesn't follow logical rules.
