for quite a bit, i was wondering why ask a no brainer question since the javelin's weight can be counteracted with the cloak cooldown.... then i noticed the "engineer" instead of the "inflitrator" in the title.:))

Well, if you really want to use a SR on him, I think your best bet might be the indra.

I have been using the Indra on him, but with that I found I just tended to stick to shooting rather than using powers, it felt good, but didn't feel like I was really setting up shots with his skills. I really like the Indra as a weapon, but it just didn't fill my sniper desires, I wanted to shoot something slower but heavier hitting, it just seemed like it might be a good fit for his skills (Decoy for damage reduction & Energy Drain to set them up for high damage hit).

Totally get what most people are saying about the Javelin not playing to his strengths though, that's why I posted, to get some insight that more experienced players have found. I do use the narida class builder and when trying out new builds I create private silver matches, Firebase Dagger vs Cerberus, just to get a feel for the play and reasonably repeatable circumstances and enemies to test against. There's only so much that can tell you about how it will actually fair in proper matches with other people effectively competing for kills.

I've also just done a match with 200% cooldowns, maxed like that you can cast ED, then with speed, fire off an Incinerate to get the tech bursts reasonably easily on basic Cerberus troops and Centurions. It's obviously very effective, but I already have the Human Engi & Paladin for speedy tech bursts if I want to play with that, I'd like to get the SE to play differently.

I'll try the Indra again, maybe the BW? Kishock too, I don't think I've ever tried that on anyone, you need to host with that though, right? I also really want to make the Krysae work somehow, maybe I could save that for the Drell Inf....

I would never use the Javelin on the SE, but that should never stop you. The best part of the game is that it is so flexible, and you can actually make ridiculous builds work. They even sometimes turn out to be better builds overall.

It's cool that you are experimenting out of the norm. At one time, it was unthinkable for a caster to use the Claymore because of the atrocious cooldowns. Now, it's not all that uncommon.

The Kishock is just a fun gun. I don't know if it will gel very well with his abilities, but you should definitely try it out. The Indra is one of the best SRs in the game. I equip it now and again and am always surprised at how I have forgotten how good it is. In the end, it's all about your feel of the guns and characters.

I think that gven what you what you want to do, ED then snipe, the Javelin is not the right weapon. Cooldown aside, he advantage of the Javelin is that you can kill a basic enemy in 1 shot, mostly through walls or cover. This is great but kind of means that ED is pointless.

With ED you are both stripping the shields and stunning the enemy for a snipe. If you go heavy drain rather than area drain you should be able to fully strip most shields and headshot a mook. Given that the Javelin mostly doesn't need the shield stripping you would be better off going for something that does and gives you a better weight rating. And just because the last level of the Salarian passive is Sniper Rifle weight redution, I wouldn't get too caught up in the Sniper rifles. The 10% extra damage could be pretty valuable.
