It doesn't really work like that, from what I understand. The aristocracy is the aristocracy, but it's based on power. Parentage is irrelevant except that given the way their society is set up, magi are simultaneously your only potential heirs and your only potential future competition, and it
does seem to run in families. As for being the mere parent of a mage, that doesn't really help unless the mage is powerful enough to make it, and cares enough to. Bear in mind the child was still raised by the Tevinter Circle.
