he's down 1.5 million credits since like uh.. an hour ago? and has all his characters back at level 20 now rofl.

He's too busy right now, lolz, even doesn't comment here. 
But how he respecced all his kits with 3 respec cards and without promoting?

LOL stop with the conspiracy theories I need 26 more promotes to become N7 12000 where I will stop promoting permanently and that is why I have been buying lots and lots of Recruit packs and some spectre packs to level the classes up quickly. I already have my manifest maxed so the money means nothing to me except to buy lots of equipment and character cards. The amount of time I play I make about 10 Million+ every week which I can easily spend without hesitation as their is no MP DLC in sight. Once the DLC get announced I will try to save up on the money.

He didn't.  He promoted, not respec.

Those are left overs from the days when the limit on Respec cards was not 3. I dont use them too much as I just promote stuff. But after reaching N7 12000 I might need them on occasion.
