It looks like the N7 Loyalty Pack will give you either an Ultra-Rare that you do not have, otherwise an upgrade to non-maxed out Ultra-Rares, but if you are missing a promotional weapon, it will still upgrade an Ultra-Rare.

Based on what people have said here and that I do not have a Valkyrie yet and got a Javelin IX.

EDIT: The Collector SMG seems to be the only Ultra-Rare that isn't being granted new to people.

I agree.  I got the typhoon which besides the new valkyrie was the only ultra-rare I didn't have.

i'm not sure why.  i think it's comparable to a Harrier...

Valk is burst but more damaging.  maybe i'm missing something? lol

the valkyrie actually does about the same because i have them both at one and the two shot burst on the valkyrie allows you to hit them in the head easier because if you aim at their body the second shots recoil lines up with the head

Only UR I don't have maxed is the collector smg. Only weapon I didn't have unlocked was the valkyrie and that was what was in the pack.

Not the case.

My pack tossed me another Typhoon, and I had absolutely no desire for one. I also have yet to unlock the Collector SMG.

Wraith V for me. Typhoon is at I. Indra at II. I own everything but the Collector SMG. Only maxed Black Widow.
