I think what they did is the following:

1) Give everyone an ultra-rare weapon.

2) If there is are ultra-rare weapons that the player does not own, they get one of those.

3) If the player already has all ultra-rares maxed out, they get a promotional weapon.

Otherwise, they get a level in a randomly selected ultra-rare.

Hmm, I disagree. I got the Black Widow 8 in mine, despite the fact that I haven't got the Collector SMG, Eagle or Valkyrie.

I'm with random on this.

I had all ultra-rare unlocked, but none of them maxed. I had 4 older promotional, no valkyre.

I have received Collector SMG level II in my N7 pack.
So, there goes the "exception" theory for it.

I got a Wraith I, one of a few URs that I didn't have.

I'm not usually one for shotguns, but maybe I'll make an exception.

That would also give them reason not to play in weekend events. Bad idea in a sense. They need to have something to aim for in the game.

Nope. I am missing the illusive (sic) Valkyrie. The Loyalty Pack just upgraded my Paladin. I ain't complainin' though. A free UR is a free UR.

Got a Saber 1 in my pack. Quite happy with that. Now I just need to get my Wraith and Eagle levelled as they happen to be two weapons I use a lot!

Nah, I have every gun, but a few still at 1 or 2. What I got was a Wraith IX, making it my second highest UR.

It could have been that if you didnt have a valkyrie, but have at least one of every UR, then you got a valkyrie.

If that were true, I would have gotten the Valkyrie.  I got the Wraith V instead.

I still don't have a Harrier, Particle Rifle, Typhoon, Paladin, CSMG, Indra, or Black Widow, and the gods see it fit to give me a Talon III.

i got the same thing but i did not want it almost at all. never really liked the javelin. especially at a low level like

Yeah, It would make sense for it to be an ultra rare item that the user has not received at all yet. I got the Wraith yesterday FINALLY and I enjoyed headshotting all the things last night.
