Adam Skorupa
Yasunori Mitsuda might be a stretch, but Nobuo Uematsu has shown great range post Square-Enix/Final Fantasy. Adam Skorupa would probably be the best fit, coming from The Witcher.
Finally, there is David Arkenstone. Man, this guy has so many different styles, I wouldn't put it past him to be able to do a full game soundtrack.
Why do I oppose the standard issues people, like Inon Zur? Because they produce the same standard issue pieces, time and time again.

Who would you personally like to see? A new composer or Inon Zur returning?
Zur had some good pieces, both in DA:O/ Awakening and DA 2, although I agree that it's definitely hit and miss. I find Jeremy Soule to be much more of a cinematic composer. His music is powerful, evocative, and incredibly memorable.
That said I'd actually like to see Mark Griskey take a crack at composing the music for a Dragon Age game. He is easily Soule's equal.
If he could deliver something as slow, brooding and moody as THIS or like THIS with its nice build-up and sheer majesty; I swear the man rivals John Williams himself when it comes to composing for Star Wars. Dragon Age's music is deeply rooted in classical music, and I think Griskey would be perfect!

Though I did happen to like Inon's DA2 soundtrack, for me it was an actual enjoyable aspect of the game.
Edit: Oh! Oh! Oh! Jeremy Soule and Inon Zur? Inon does great specific themes such as Fenris' theme, and Rogue Heart (I think that's it) and Jeremy does wonderful ambient music, if those two worked on DA3 I would just... *faints*

This is something you can hear in most composers though I think.
He's still good though but my vote wouldn't fall on him since he is being used by everyone already and it would be better to hire someone less over used than him.
Haven't heard much of Inon Zur apart from the expansion to Baldur's Gate II, Icewind Dale II and Dragon Age. For some reason though, listening to some music on the trailers to DA:O before it was out yet the first thought that struck me was that they had hired Inon Zur for this.
He's been doing the score so far, so why not let him continue? Unless he burned his bridges with EA for criticising them for rushing the release.
Guess I wouldn't mind any other composer though since they have all been hired as composers for a reason.
Otherwise I would like to see the return of Michael Hoenig for a BioWare game again.

Whoever composed Shadow of the Colossus would be great, The girl from kingdom hearts and alotta s-e soundtracks, Hard to think of non Japanese composers, most western game soundtracks are completely unmemorible, but i'd say The Assasin's creed series composer would be good also or the guy who composed Castlevania: lord of shadows (from spain i think?) basicly anyone other then Inon Zur would be super bioware
and don't feel like you need to confine yourselves to an "established sound" cause that's just an exscuse for being uncreative & lazy

Daniel Licht (Dishonored)
Grant Kirhope + Mark Cromer (Kingdoms of Amalur)

I've seen people mention Jeremy Soule, and while I think he's the finest composer in the industry today, I don't think he'd do well in a modern BioWare game. His style suits large, open worlds, whereas all BioWare games nowadays (sans TOR) are made of small rooms connected with loading screens.

Or if they want to go Japanese I'd like to hear Masashi Hamauzu. My first introduction to his video game compositions was from Saga Frontier 2, which had an absolutely gorgeous atmosphere.
