Appearently Patriarch should have returned in the DLC, but eventually he was left out. There are some lines about him in the files, that shows he would have returned:

This line is in Citadel. There is a Krogan speaking with some other customers in the casino. All of his line are about Patriarch, and whether or not the group has heard of him.
