Camp Ambush won't trigger - workaround?

I've completed all four main quests before the Landsmeet and am unable to get the camp ambush/attack (AKA shriek encounter) to trigger. You know, the one that starts with a dream of the archdemon.

Any idea how to get it to work without messing anything else up? I saw that there is a console command you can use to force the encounter to trigger (the "zz_camp_debug" one) but I want to be sure that it's safe to use - that it won't mess anything up down the line since I've completed all four of those main quests and apparently the encounter is supposed to trigger after completing only three of them.

On a related note, is anything supposed to trigger after completing the four main quests before the Landsmeet? Because nothing did, so if not, and the other thing is safe to use, I'll just handle the ambush encounter, go do some other content (want to do the DLC keep next), and then go on to the Landsmeet.

(Some additonal details which probably aren't important but I'll offer just in case: I've read that the ambush is supposed to be triggered by traveling to another location after you've completed three of the four main quests before the Landsmeet but it'll bug out if you go to the party camp first and travel from there, making it so the camp attack never triggers. I don't think the issue is quite that simple, though, since I'm pretty sure I went to the party camp immediately after helping the elves with their werewolf problem (that being the third of the four quests for me), then traveled to the dwarf area, and then traveled somewhere else (Circle Tower to do a sidequest) and it triggered then. In any case, that was a different line of saved games. I went back to an earlier save (just before I left for the Circle Tower before) and played from there (not leaving for the tower this time), and now I can't get the dream/ambush to trigger again.)

I've used various console commands over multiple playthroughs, but haven't encountered any problems yet. Having said that, every command has the potential to be game breaking. As long as you back-up your saves and be careful, I guess it's safe enough.

As far as I'm aware, nothing triggers after completing all major questline before the landsmeet.

During my playthroughs, the dream sequence triggered right after I left the location of the penultimate questline after having completed it, no matter the location to which I travelled(even the party camp). So, I wouldn't know why it hasn't triggered in your case. It is quite safe to trigger the encounter via the console, so you'd would be good. Just remember to back up your saves, just in case.

Edit: I can't make a new reply because the forum is locked, but I thought I'd put this here as a warning to anyone who finds this thread in the future.

There is at least one significant and unwanted side effect of using the debug command I mentioned in my first post. The command that sets the plot flags to allow the encounter apparently also sets the flag that indicates you had the Dalish elf background. I got suspicious when Tamlen showed up after the encounter, but thought that maybe his arrival would be the only "goof". But then I noticed that some Dalish outside Redcliffe Castle called me "brother", so I trekked out to their camp and talked to the Dalish elf child who had several lines he'd deliver only to non-Dalish origin elves (stuff about you not having a clan) and his changed dialog confirmed my suspicions. Now, maybe this only happens for elven mages, but I wouldn't be surprised if it sets that flag for all characters, regardless of their origin story. (Of course, it probably wouldn't matter if you are actually are playing a character with the Dalish elf background.)

Anyway, I loaded my saved game from before doing the debug command and played on from there. Even if the only difference is in some flavor dialog and perhaps the epilogue, I'd rather those things not be spoiled. As I understand it, the camp ambush isn't necessary to anything in the rest of the game, anyway.
