Possibly it could be done, but animating all the gestures and facial expressions could be expensive? I dunno, I'm not an animator.
I definitely don't think it could've been done properly with the level of technology used in the previous games. They did a bit in DA2, but it still wasn't great. And in DA:O the warden's face barely ever moved at all. Maybe with the new engine.

I like the concept of this. However, in practice I find gestures to be wooden in games. There is just something off about them: the whole uncanny valley thing.
As for the cultural meaning of gestures, I agree that other meanings would have to be taken into account. This is not just an east vs west thing. Gestures also vary between the United States and Europe.
