I want to know what is the proper way to play ME1-ME3

I normally play ME2 and arrival then continue up to the suicide mission. Is this the order it should be played?
Should leviathian be played before me3's suicide mission or after it?

I've never played leviathan or even re-played ME3 with the EC content installed eventhough I've owned it since its release as ME3 ending killed the series for me (ancient history), but with EC content and leviathian + a new mod called Mass Effect 3 happy ending mod. I'm ready to finally replay it to see all the ways it has changed. (NO SPOILERS!!!!!!!!!!!!!!!!!!) I didn't watch the EC videos or the HEM videos because I want to be suprised.

As I understand it you can't play Leviathan or anything else after the end of ME3 simply because Shepard is missing presumed dead at the end. Haven't head about the happy ending mod but if that changes things so that Shep is not MIA after all I'd guess you need to ask your question to those who made the mod. Or ask in the ME3 boards.

For my first playthrough I did the Kasumi: Stolen Memory, Overlord and Lair of the Shadow Broker DLCs before the Suicide Mission, and Arrival afterwards since it makes the most sense in terms of story if you play it after the Suicide Mission.

It's best to do Leviathan at some point before ME3's equivalent of the Suicide Mission so that like Arrival it makes sense in terms of the story. :)

Do LotSB as soon as possible, since after every mission you can go back there and pick up bonus goodies.  That is my next mission. (I did the Miranda loyalty mission before it, but other than that)

what are the advantages of the shadow brokers lair if we complete it early, because i did it last and thought that it was a waste of resources meaning it was full of equipment that could of been used in the early stages of the game.

You've pretty much nailed the answer within your question: all that loot is available to you earlier on, which is why I like to do LotSB fairly early on. However, for story reasons I do tend to postpone inviting Liara on board the Normandy until just before the Suicide Misson. Whether she's Shep's LI or just an old friend that conversation just feels right if it's when Shepard's about to go without being sure if s/he'll make it back alive.

sigh....
i'm pretty much the same as you, owned the game since launch but the original ending ruined the series for me so i dropped it after my first playthrough and didn't bother any of the mods or DLCs.

Now 8 months later, my memory *almost* faded so i just downlaoded all the DLCs and almost halfway into my second playthrough :

1. all your previous weapons and leveling progress will remain in your new playthrouth. And all weapon pick-ups during your new playthrough will be counted as 3 upgrades, so it's possible to upgrade your weapons to level X instead of VII.

2. there will be no restrictions on how you play the DLCs, but i find it more favorable if you play the 'from ashes' DLC first, as soon as you finished Mars mission, and then the leviathan DLC once the citadel (rest of the areas ) is unlocked .

Here's my order, together with the logic behind my choices:

ME1:

Bring Down The Sky.
I do this after Noveria, and before Virmire. (I always play Feros/Therum/Noveria/Virmire/Ilos - in that order).

I always imagine that once the Matriarch has been dealt with, there's a window of time available while the Normandy crew scramble to assmiliate what they know so far, and work out what the next step in the hunt for Saran. Saren has likely gone to ground after the defeat  his second-in-command.
Whilst exploring a likely part of the galaxy with the Normandy, Shepard happens to stumble across the distress beacon from the hijacked moon.

Sadly, I don't have Pinnacle Station, dunno if you can still even buy it to be honest.

ME2
Kasumi:
I do this very early, right after Garrus' and Mordin's recruitment missions. No particular reason, I just like to get Kasumi early.

Zaeed loyalty mission:
Always strikes me that Zaeed isn't going to be particularly reliable or loyal directly after his recruitment. He's a gun for hire, and that doesn't usually spell loyalty. Get his mission over and done quickly so as to help integrate him with the crew.

Normandy Crash Site:
I do this after Zaeed. No particular reason, I just like to get it out the way as I find it a little tedious.

Firewalker missions:
Makes a lot of sense (from a narrative POV) to do these before Overlord, as it helps explain how the Hammerhead is obtained, and put through it's paces. Not a massive fan of the missions (bit platformy for my tastes) so I like to get them out the way before starting the fun stuff.

Overlord:
After Tali's loyalty mission, before derelict Reaper.
I obviously want to take the crew member with the most experience with the Geth, so I'll wait until I recruit Tali, and get her loyal (her special skill really helps when fighting Geth). I'll generally team her up with Garrus, as, at this stage, he's going to be the one other crew member that Tali really trusts.

Shadow Broker:
After suicide mission.

I always imagine that the Normandy, heavily damaged after the Collector Base assault will need to stop off somewhere for refit and repairs. As Shepard has now severed ties with Cerberus, it will need to be a neutral location., Illium is the obvious choice for repairs, and to give the crew some much-needed R&R.

While there, it makes sense to visit Liara, and share the information that you have obtained on the Shadow Broker.

Shepard has broken away from cerberus, now it's time to concentrate on that other great galactic meddler. Cutting Cerberus ties helps ensure that the Shadow Broker's network, once obtained, is not 'wasted' by falling into Cerberus hands. Obtaining it before cutting Cerberus ties might place Shepard into a tricky situation fo divided loyalty.

Arrival:
Final mission Shepard completes in ME2, for obvious reasons as it sets the stage for ME3, bridges the gap between the two games, and explains the reasons for Shepard's confinement to Earth.

ME3
From The Ashes:
I do this very early, right after the first visit to the Citadel, as I like to get Javik in my aquad ASAP.
Additionally, some of the information obtained in Lair of The Shadow Broker states that there's more Prothean mysteries awaiting discovery, and hints that the Shadow Broker has information about them. I like to imagine that it was this info, uneathed by Liara in the interim between ME1 and 2 that helped lead them to the location of the living Prothean.

Leviathan:
Have yet to play this, but I intend to do so before Priority Rannoch. After Rannoch, things get very frenetic, and it doesn't feel like Shepard has sufficient 'time' to do the DLC.

Omega:
Have yet to play it, but I intend to do it right after the battle upon the Citadel.
Cerberus attacks us at our main location - it makes sense launch a retaliatory strike back at one of their main bases directly afterward. Having Omega back under Aria's control will free up a key strategic location from Cerberus control.

Most people like to play Arrival in ME2 last but I think there's two viable spots. The other being immediately when you receive it.

The reasons for playing it last are obvious so I won't go into those. However, for playing it immediately, here's why I think that's also a viable choice:

- Shepard says "I'll make this a priority" when he receives the mission from Hackett. Seems odd to say that and then save it for absolute last.

- If news of an imminent Reaper invasion was coming, it's unlikely that Shepard would do anything beforehand as a Reaper invasion should be top priority.

- If done earlier and before the Suicide Mission, that means a larger amount of time has passed between Arrival and the events of ME3, making the destruction of the Relay seem more like it was worth buying time before the Reaper invasion (Shepard defeating the Collectors, obtaining the Shadow Broker's resources etc.) rather than spending all that delayed time in house arrest.

- Hackett says he will give Shepard time to finish his/her mission. I'm not sure what mission he's referring to if you've already completed everything.

Of course, this timeline isn't perfect since Harbinger saying "Prepare yourselves for the Arrival" doesn't have as much impact if it's not right before the invasion. I'm also not a fan of Harbinger taking the form of the Collector General or Hackett talking about Collector preparation rather than Reaper preparation if you do Arrival early. Then again, these details were put in intentionally so I probably shouldn't find them as odd as I do.

Either way, there's never going to be a perfect spot for any DLC so it's all about what fits best in your own point of view.
