No words can describe how ridiculous russian localization is.
I heard  that if you have collectors edition, it's possible to change game langugage from the settings menu, but I only have Digital Deluxe edition and change language button is greyed out. Is there any other way to do it?

you may need to uninstall, and when you reinstall, choose the language you prefer. if you do use origin this should save all your game files etc but still let you see the game in he language you prefer.

i cant remember, is there really an option of changing game language when installing the game? Redownloading the game will take a while for me, so I want to make sure

Go into your registry. If you have an x86 operating system to:
HKEY_LOCAL_MACHINE\\SOFTWARE\\Bioware\\Mass Effect 3\\
on x64 to:
HKEY_LOCAL_MACHINE\\SOFTWARE\\Wow6432Node\\Bioware\\Mass Effect 3\\

I have an x64 Win8 so I'm not 100% sure the x86 path is correct, but it should not be hard to find anyway.

There is an entry called Locale.
Enter your desired country code. e.g. en_US, de_DE, etc...
I'm not sure which languages are supported and working though. German and English worked for me without problems though and I did not need to download anything for it to work. So at least English localization seems to be shipped with my German version.
Changing the locale changes text as well as sound. I'm not sure if you can change only text or sound.

Didn't work for me
There's no English localization file in the Russian version.
All the localization files I've found on the internet are outdated (16 March or something). I still cant find the up-to-date one
