So once again, why base a species off avians/reptiles, and still give them the ONLY biologically unique trait from mammals? Brain cells budy, use them or lose them =D
Just a design choice? Brain Cells, buddy, I think you already lost yours.
Just a design choice? Oh boy, that's a real thought out reason =/
My point still stands, when you base your design on a very specific set of refferences, it makes absolutely no sense to incorporate something completely foriegn into the mix. An example would be if you were making a predatory feline species, but made their digestive systems specific to herbivores.
Or you're designing a rodenticide with the singular purpose of poisoning mice, and all the physical features are designed to be exclusively for rodents but you make a "design choice" to where it can only use termite poison.
Or you're designing a new type of truck, but add wings to it for the sake of "just a design choice". These choices need to make SENSE. I know that might be difficult to understand but, just think about it a bit.
So yeah, it was a "design choice" on Bioware's part, but it had nothing to do with creativity or internal consitency. It was done from pure laziness, and undoubtedly influenced by the gaming community's large male demographic.
