But back on topic, Anders is a great example of a character who has a lot of agency. Rather than just talk or complain about his problems, he took major steps to address them. And they were effective, at least in his mind. They sparked a war amongst the mages and the templars, and I think it's a fairly reasonable guess to say things will not be returning the status quo any time soon. You can thank Anders for that.

Merrill would be a close second, for me, also very well written and performed, but primarily because I love Eve Myles' accent.

Anders because I have a major bone-on for tortured healers with a cause.
It helps that they're both pretty funny.

Her snarky comments were great. I thought the romance was well done. Her view of humanity and magic was interesting. Not to mention Claudia Black, I even loved the few lines she had as Admiral Xen in Mass Effect. I could listen that woman read a shopping list. As much as I want to see Morrgian again, please, please, do not bring Morrigan back without that voice.
Runners Up: The whole Origins cast (minus Leliana and Wynne), Velanna, Nathaniel (who I hated at first), Sigrun, Fenris, Merrill, and Varric.

Shale because she is simply so outagerously over the top. Her dialogues had me in cramps and her banter with the "Painted Elf" ( Zevran ) was to hillarious for words. Best character ever, hands down.
( Warden: I notice you call your former master he... Shale: yes, I am just funny like that!
Morrigan, because she is just awesome. Amazingly well written, and Claudia Black just nails her. Her cruelty, her wit, her charm and her doubts, combined with that relentless ruthlessness and boundless ambition. Fantastic character!
Oghren, because he is the most dwarvish of dwarfs. Vile, wicked, drunk, selfish, murderous and funny as hell!

Varric: Loved the voice. Also, he's smooth and slick and faithful to Bianca. He also never seemed to get really riled up except in the fantasy house raid scene which was great! There was still a lot of mystery about Varric by the end of the game, I felt like I could learn a lot more about where he came from and what he's up to. He's like your 'un-dwarf' dwarf, so totally not stereotypical like the Orzammar dwarfs.
Sten: big scary warrior dude, but with a surprising sweet tooth and educated manner, and also could care less about impressing you and what you think of him.
I like the characters who don't fall into their own stereotype by the end of the game to the point that they are predictable. DAII characters seemed predictable by the end of the game: Fenris: the mage hater, Anders the mage lover, Aveline: who I liked, and admired, but was predictable as the self sacrificing goody two shoes who put the guard before her own needs etc. Isabella: out for herself, following her libido everywhere she went, Merril: I can't say a whole lot since I didn't use her in my party much, but her theme was 'Blood magic is fine because I know what I'm doing, (naive-darling) and fixing the heritage and historical Eluvian of my people is more important than being accepted by my people and so I will forever be the social outcast who still wants to make a good impression, trying to make you overlook the blood magic thing by being adorable"
Well, at least those were my take on the characters. I haven't played with Sebastian yet.
I like characters to have a little bit of surprise in them, like do things you wouldn't expect on occasion. Of course, stereotypical characters do have their place, but I like the party characters to be more complex and not as predictable, aside from their basic morals.

Actually I kinda made a list a while back:
Love: Morrigan >>> Alistair > Sten > Loghain
Like: Zevran > Nathaniel > Anders(DA:A) > Leliana > Isabela > Varric > Oghren > Wynne > Shale > Carver > Justice(DA:A)
Meh: Sebastian > Aveline > Sigrun > Velanna > Merrill
Dislike: Fenris > Anders(DA2)
