reaper iff and legion

so im doing my first insanity playthrough an i do this mission, finish it go through the cutscene about reactivating him an then after it straight away i get EDI saying she needs to test it an best to take a shuttle for next mission,  now i know what this means is going to happen but is it supposed to happen so fast as that?? i was hoping to at least go down an activate legion an go do his loyalty mission which normally ive had enough time to do but by looks of it i wont be able to do that now plus save the crew. Is this the result of doing it on insanity or have i did something wrong?
