Hmmmm... how could Shepard's life suck worse than it does.... Shepard survives; has decent life for 3 months; then in the middle of the night gets stuffed in cryo for 50 years; awakened for next galactic crisis; fights war, barely survives; lives decent life for another couple of months; gets stuffed in cryo during middle of night; awakened in 200 yrs for next galactic crisis.....

Or! It could just be Liara revealing the true depths of her emotions and feelings for Shepard, whether he romances her or not, allowing him to see himself through her eyes, her emotions and her thoughts. Which is a rather beautiful thing if you ask me, even if you don't romance her. Because, to be honest, even if you don't romance her and are only friends, I still think that she simply loves Shepard.
The way she behaves around him and what she does for him all screams an attatchment. Hell, she went to the ends of the Galaxy and went toe-to-toe with some of the most fearsome organisations around just for a slim chance to bring you back from death.

Honestly I found the whole scene completely innapropriate for my Shepard. Not only was he romancing Tali but he had to tell Liara again and again that he wans't interested, and the way she put her head on his shoulder and she 'melded' there minds together or whatever suggested complete lust on Liara's part, which I felt through all three games really. I imagine my Shepard felt very uncomfortable in that part, since him and Liara were friends but nothing more.

Melding isn't always sexual (-> Liara or Shiala in ME1)
It is nothing more than Liara's way of saying goodbye...and giving Shepard a few moments peace.
