The AI was always dumb. It's just that before they had the same abilities as you, so they'd use Damping/Carnage/Assassination/Stasis etc. The only thing that changed in ME3 is that barely any enemies share the same abilities as players.

Before anyone says "But we already have the Geth" think of it this way, the Geth in ME1 played much differently than the Geth in ME3.
How so? Well look at some of the units that were used by the Geth in ME1 that are no longer seen.
