Probably the harrier. Although leaving him on the Normandy suits him even better.

Out of those 2 ARs, the Harrier. The Saber's good and all, but I prefer to equip squadmates with weapons that can lay down suppressing fire where clip size and RoF aren't a burden.

Squadmates don't suffer accuracy or ammunition problems, so both are decent choices, but the Harrier is preferable due to its higher rate of fire and faster reload.

Squadmates have perfect aim, perfect timing and inifinite ammo, but suffer a DPS handicap, so always give them the highest DPS weapons if you're going for efficiency.

Personally I prefer James with Falcon or Typhoon. Only squaddy I give harrier to is Kaidan in the one playthrough I didn't kill him in. Saber I don't bother giving to squadmates. If I want slow firing single shot weapon, might as well take Garrus, or give someone the Crusader shotgun.

typhoon is a bit of a joke. squadmates are quite overpowered with this gun.
gave it to kaidan and went to the jacob rescue mission. then the atlas at the end just exploded after ~10 seconds and I thought it was a bug... reloaded... then finally noticed how kaidan just totally destroyed it with the typhoon. And he even doesn't have +weapon damage abilities and weared his +shield armor, just squad incendiary ammo provided by my soldier.
Then I took garrus to the monastery and watched him killing the two banshees at the end almost by himself... o_O
This gun is even more ridiculous than the PPR.

@topic: give him a PPR... if you don't have that, give him a revenant... the harrier sucks for squadmates.

The Typhoon is a bit much, a max weapon damage specced Garrus with the Typhoon can out murder Shepard in a lot of cases. Not that I want them to nerf it or anything as it is nice to have one or two really overpowered squad weapons just for variety.
