Is Dragon Age 3 confirmed for the next gen console?

I'm really not a console hater ( I have a PS3) but I'm so fu_cking tired of consoles delaying the evolution of games with their weak and limiting hardware; maybe we'll see games with huge cities, large maps and hundreds of NPCS on screen this way.

At the moment it is a waste of money, if you buy a new PC. There will be no new games in the next few month, which demand it. If you wait until next year, you will get the current hardware cheaper or better parts for the same amount of money.

I don't know how game development works, but for DA3 to be in development for as long as it has (18 months plus), wouldn't the folks who are making this game (the programmers specifically) need to know in advance what platforms the game will run on?
Where is the XBox 720 in its development? If it's not fully ready yet, how can the folks at Bioware/EA know how to "build" the game for that platform? Perhaps...
When they make a game, do they choose a specific platform (PC seems like the logical choice) to act as the "base" platform - and then they work on porting to other platforms (consoles) later? If this is the case, then maybe they are waiting to see where PS4 and XBox 720 are in their development/when they will be released before deciding? Hence their not yet specifying which consoles DA3 will run on...
And another question has come to me as I'm writing this... do the programmers/developers worry at all about platform this early in the process? Is the game engine the only consideration and they consider platforms later?
(Personally, I am hoping it will remain on XBox 360. I, too, cannot afford a new console - nor a brand new computer which would be able to handle what may be rather demanding specifications. Fingers crossed...)
