Yeah I think it would have been perfect for shep since as a paragon shep it would have been like wow I really killed this many people (I doubt he would have just sat and thought about how many people he killed and counted). I never saw the scene either (watched a few episodes on tv when I was a kid). It's used alot because it's a good way to show agony, pain, and loss for a character.
