Think of a Driving Conflict for "Mass Effect 4"

No. Hell no. Miranda's entire schtick in ME3 was getting Oriana the hell away from Cerberus.

Miranda Lawson the parmatist that she is would not let the Cerberus' networks go to waste, and since she's calling the shots I don't see why Oriana would be anywhere but with Miranda. TIM is dead, and I doubt Cerberus is, and Miranda seems the perfect canidate for the job of suprem director of Cerberus

I honestly don't think there's much left of Cerberus' networks to salvage. And the ending slides where Miranda lives shows that she has gone to work with the Alliance, so there's that...

The ME universe is big...There are many, many galaxies, and in those
galaxies, many, many species. Imagine where a galaxy would be
technologically without the Reapers harvesting it constantly. And
imagine if one of those contained an evil race who consumes galaxy after
galaxy.

There we go, new plot for ME4.
Now you will have to unite multiple galaxies to survive.
Oh and prevent the Dark Energy decay of the universe while you're at it.

True, but I'm kind of expecting them to end up going with essentially Destroy but with live Geth as the "canon" ending.  Since the other two have things that would be awkward to deal with, but scrapping one of the most iconic features of your setting isn't a good financial decision.

Asari Federation, Turian Hierarchy and Human Alliance in a state of cold war, each side supporting various factions outside their space leading in many local conflicts.
Krogans at the brink of another rebellion held back only by a civil war between clans, each clan funded by former Council species.
Quarians replenishing their numbers at ridiculous rate, fueling their economic growth by strip-mining garden worlds in systems held by other species.
In retaliation for nationalizing most of their offworld assets, the Volus launched large scale element zero embargo, which leads to fuel shortage in many systems.
Meanwhile Salarians were digging too greedily and too deep...

Then you have to build the Meowcible to either destroy dogs, cats, and cute animals everywhere. Control both of them. Or merge all life with either dogs or cats, making this just one big anime

It's not entirely unlikely. I predict a plot that closely resemble Battlestar Galactica in ME4.

The galaxy is more or less united at the end of the trilogy, so what needs to happen is someone is attempting to drive a wedge between the races to make them easier to conquer. Leviathans would certainly make for a good enemy, as it really is unknown how many exist and they can easily strike from the darkest corners of the galaxy.
