It was mentioned in the short story. I'm not sure we ever got an explanation as to why it happened. I kind of got the feeling that the short stories were created as a way to introduce us to the characters we did not know - or to give us some insight into the changes the characters had undergone - rather than as a literal history of the character.
It will be interesting to see if they do the same thing with DA3.

Anyways, I'm not sure what Anders is doing in the Cullen thread, so more about Cullen.
When Cullen tried to remove Meredith from office he fought along side my PC and he did let my PC go in the end, but by then the templars, appeared to have taken heavy losses. Thankfully getting rid of Meredith stopped the rest of the purge of the Circle, so many survived to tell the tale. I never got the impression that Cullen didn't feel that mages should be free or not. The ending I got didn't give me enough information to believe that all of the sudden Cullen thinks mages should be free to live as they will. If Cullen is a companion and possible love interest it will be very interesting to learn how he even feels he should be involved with whatever it is the main quest is in DAIII.
I wonder if Cullen get's grilled by the Seekers.

Yes, do come to the Cullen thread. Where everyone is actually very friendly and normal. Where we have pleasant conversations about not just Cullen but DA in general and how much we enjoy the games and look forward to the sequel. Where we form friendships and just generally have a good time.

As I recall, most of those lines were in Acts 1/2. By Act 3, most of his dialogue involves soul-searching over whether he's really doing the right thing sticking up for Meredith.

DG has a point. The Dragon Age universe is not kind to its cast members. If Cullen appeared in DA3, there's a good chance he'd be killed, be tortured, be imprisoned, be possessed, go crazy or be corrupted by darkspawn.
I don't think it's possible for Cullen to get a fate worse than Anders', but the writers could always prove me wrong. Dear Maker, I hope they don't take that as a challenge

A concern that is foremost in his mind I'm sure for the majority of his templar life. I wonder how that changes after the end of DA2 and into the time frame of DAIII. Hopefully we'll at least get some type of mention about him and his views.
