The mods which supposedly add weight are bugged.

The Raider, Argus, and Valkyrie were first developed as promotional items for ME3's launch. For whatever reason, they share the same programming features the other "original" weapons have which enable the bug.YapperFlapper wrote...

Likely because they're on your disc. I imagine the DLC weapons are coded with different values due to being stored in a separate location. For whatever reason, anything stored on the disc originally has a value that does not pick up the +50.0 cooldown penalty, including weapons that were new to multiplayer but not actual DLC.

My info is anecdotal, not data based like it would be with Pedro or Cyoanan, but using the Eviscerator for the shotgun challenge, I would say the damage bonus as well as the penetration bonus work as advertised.jkthunder wrote...

Also, as some have pointed out, it might make the Disciple usable for the challenge, so now it is a race for me, shotgun medals or Disciple points, which will give me my shotgun challenge first (probably a moot point, since I've got the Wraith yet to run, between now and pulling the Disciple off the shelf).

Black Widon isn't a DLC weapon (has been in the game from day one).
