I personally dont like things like that.
Bug founds make me sad. I love this game, I wish this game near than perfect and almost bug free as possible.

Likely because they're on your disc. I imagine the DLC weapons are coded with different values due to being stored in a separate location. For whatever reason, anything stored on the disc originally has a value that does not pick up the +50.0 cooldown penalty, including weapons that were new to multiplayer but not actual DLC.

This can actually be the necessary buff to some of the guns that need it on higher difficulties such as Disciple and Avenger.

The only thing that doesn't work is the weight penalty. The bonuses are applied normally.

Is the Black Widow considered a DLC weapon? (Srry I didn't play from day one). I only ask because I noticed the weight penalties applying correctly on it.

My info is anecdotal, not data based like it would be with Pedro or Cyoanan, but using the Eviscerator for the shotgun challenge, I would say the damage bonus as well as the penetration bonus work as advertised.  

Also, as some have pointed out, it might make the Disciple usable for the challenge, so now it is a race for me, shotgun medals or Disciple points, which will give me my shotgun challenge first (probably a moot point, since I've got the Wraith yet to run, between now and pulling the Disciple off the shelf).

Black Widon isn't a DLC weapon (has been in the game from day one).
