It's probably because the hunter is so bad that everyone's such a negative nancy about this in particular. Though given some of the responses to the Shaman and Valkyrie, I wouldn't be surprised about complaints either way

This character was mediocre from the get-go, if they're going to release a mediocre kit, they should at least make sure it's working properly first.
Here's a comparison for you, it's like buying a meal that has either something missing, or something burnt and that you had to wait a week to get your compensation/right order.
While it's not the best comparison, the point I'm trying to get across is pretty clear, in my opinion.

Better example: Watch your accountant make a mistake by forgetting to add a 0 on the balance sheet or your company forgetting a 0 on the revenue/profit for the fiscal year. See if investors wait a week before selling all their stocks and see if your company lasts a week before going bankrupt.

you didn't buy anything in regards to this or any other dlc for multiplayer not to say it bein free is and excuse for issues such as this but your comparison doesn't work here

So true. The very few times I make a mistake in my job, I apologize to the client or person affected, and fix it ASAP.
I guess the average videogames consumer does not realize that simple fact: they are consumers of a product. You may "worship" their "art", but they have to face their mistakes. And this is a weird oversight.

What I find truly hilarious is that delay these things an extra day consistently for the past few weeks and each week, there's something wrong with the kit.

*puts on flame retardant panties*1. The balance change to submission net occurred September 4th, a mere month before Retaliation was released. Which means Retaliation was probably already in certification. Which means that they gave the character the right submission net, and when preparing the character for release today, they forgot that the power had been changed in the mean time. Was that an oversight? Yes. But a very understandable one. (on an unrelated note, the programmer in me is very interested in the implications this has for the underlying architecture of the character/powers but I digress)
2. The balance change wasn't delayed for the new character. In fact, I doubt much any attention is being paid to the new characters by the release team because theoretically that should already have been tested. Does Retaliation's QA seem inconsistent? Yes. But that's a different problem than what you all are saying.
3. So what were the balance changes delayed for? Firstly, to catch up from Halloween/N7 day. Secondly, don't underestimate how huge the shield gate cooldown and the spawning changes are. Those are huge changes with major implications on the game's power level.
4. Yes, it takes a week to generate a fix and push it to live. I'm sorry if you have a problem with that. However, there are very good and important reasons to have this week long cycle, it's not going away and it really shouldn't anyway. As annoying as it is that this character is pretty much unusable for the next week, it's not a game breaking bug, and definitely not worth breaking cycle for. In fact, from a software/programmer pov, this is really a pretty mild bug.
5. You guys all saying that the numbers are right there on the screen to make it obvious that it's pre-balance subnet? How the hell do you remember what the Batarian's numbers are? I certainly wouldn't know they were the wrong numbers just by looking at them.

No, the "free" DLC is created to generate sales of SPs and PSPs. It is purely for profit. If anything, EA is pushing them to create more DLC so they can keep the money rolling in. There is almost nothing new (very few new powers, no new character models, previously withheld weapon mods that still aren't properly fixed) and the content is being slowly leaked over a long period of time hoping to bleed out those stockpiled credits so people start paying real money. As far as I can tell, the model of "free" DLC with the option to pay real money in order to try to circumvent an intentionally customer-unfriendly store system has been a massive business success. I'm genuinely concerned what EA will try to pull off in their future releases.
