 Just want to check if this is indeed correct... seeing as the tooltip for coercion talks about strength-based intimidation - but seems to only consider cunning for levelling up.

Is this working as intended?

Yes. You need to be cunning to get the upgraded Coercion skills. Strength is just a stat that gives bonuses to intimidation.
