is the explosive burst better or should i go for health and armor dmg and rank 4 and 5 is squad bonus and headshot dmg.

The general consensus seems to be that explosive burst is the better evolution, especially on rapid fire weapons. The explosive bursts, which trigger every second or so, deal a fixed amount of damage over their area irregardless of the damage rating of the weapon you're firing. This segues very well with low dam/shot rapid fire weapons. The other evolution will only start competing in effectiveness if used in conjunction with slow firing, high damage weapons (such as the bolt action sniper-rifles), since the explosive bursts would not be happening so often and the base damage of the shot is much higher.
Choosing between the squad/bonus dam and headshot/ammo evolutions is really more a question of what squad mates you are taking (obviously if they are more weapon based classes armed with assault rifles, the payout is going to be more) and what weapons you are using (a few weapons, eg. cerberus harrier, tend to burn through ammo quickly making the extra ammo useful, but generally headshot will prove more useful).
Also note that the bonus damage evo in fortification improves all ammo powers.

I agree with your assessment of Damage versus Explosive burst, however only the Fortification (rank 5 Power Damage evolution) will increase the damage of ammo powers. Barrier (rank 5 Power Damage evolution) and Defense Matrix (rank 5 Tech Damage evolution) do not increase ammo power damage.Pressedcat wrote...

Not sure about Tech Armor, but if you have Tech Armor you do not have Incendiary Ammo without modding so I discount it here.

Do you want the squad to run Incendiary Ammo? It works out well, even if you are doing less damage since the bulk is coming from the Explosive Bursts anyway.
For Rank 5, you should take Headshots unless you insist on only running 1 weapon. Even then, there is usually enough ammo laying around, unless you are doing a new character or import and are capped at Level V... then it might be worth considering.
If you are definitely going to run primarily the Mantis, Widow, Black Widow, Javelin then maybe consider damage at Rank 6. If you do that, it makes sense to also go damage at Rank 4 and make the squad find their own ammo.

Yeah, wasn't sure about barrier et al, since I haven't been back to SP in while. I figured if I was wrong (which I was) I'd be corrected soon enough. Will edit the mistake out of my original post just to avoid any confusion for other readers.

I don't often spec James into Squad Incendiary, but it isn't a bad choice. The rest of the above comments still apply. Explosive Burst is typically better, and ammo capacity doesn't help squad members.

black widow,paladin,hurricane,typhoon, and piranha. i used gibbed so weight doesnt matter. and while we are talking about ammo powers what rank6 is better for liara warp ammo??????????

Generally I'd say the 'Damage" evolution is better since targets that are lifted are already weak and more than likely going to be detonated rather than shot.
