Honestly, he always did.
Looking back, I feel like Meer was more nuanced and subtle, kind of like playing the middle man in both Mass Effect 1 and 2. The delivery of some lines was bad, yeah, but for role-playing purposes it was great.
Hale had great delivery but was always on the extreme ends...which I always felt was a problem if you wanted to switch tones, which I tend to do when I role-play.

My sides hurt so bad.
Anyway, I really think The Walking Dead is a serious candidate to GOTY and wouldn't be surprised if it wins.
IMO The music was bad. The gameplay is still the same.

Since 2006, every GOTY winner was also nominated for Studio of the Year. The winners don't have to match up (in fact, they only have once, leading me to believe that SOTY functions as a consolation prize in much the same way as Oscars for Best Screenplay do), but if you are not up for SOTY, you will not win GOTY.
Which means that it's a two-game horse race between The Walking Dead and Dishonored. As to which one will win? No idea. The first rule of predicting the Oscars is the game with the most nominations, while simultaneously being best positioned to win, usually does so. It's not always that cut and dry, and there are certainly exceptions to that rule, but The Walking Dead and Dishonored are both up for the same number of awards.
Mass Effect 3 will not win Game of the Year, nor should it. Even Best RPG is in jeopardy. Usually it goes to the game with the most sold copies, which means ME3 is staring down Diablo III. On the one hand, the frst two ME games won that award. But on the other hand, one of only two losses BioWare's ever had in that category have been delivered at the hands of Blizzard.

On a side note though ME3 should have definitely been a nominee for the best original score. A Future for the Krogan, An End Once and For All, Leaving Earth, I Was Lost Without You... All of them are amongst the greatest pieces of music I've heard in games this year.

Best RPG = I don't see any RP. Only G that stands for game. Role-playing was eaten by a reaper...probably.
Best Performance by a Human Female = Actually yes.
Best character = You can fight like a Krogan, Run like a lepard, but you will never be better than commander Shepard <plays music>
