Completely giving up on the Reaper threat to fight irrelevant sesame street mercs isn't a pro in Garrus' favor.
Not to mention it took him months, and with the help of Shepard and his crew nonetheless, to fight off said Sesame Street merc gangs.

Even if chief was without The Mjolnir Armor,
Chief Killed 3 ODSTs (The Best trained Marines in the entirety of the UNSC basically the N7 of the Halo universe) in Hand to hand Combat, when he was 8 years old.
I like Garrus but Chief would walk over him without a second glance.
He's Smarter, Stronger, Faster, and Luckier than Garrus in every way.

It's an unfair matchup. The only fair match-up with Master Chief is Commander Shepard because they are as far as I know the only two people to ever survive atmospheric re-entry at high speed.

Training and education since he was six years old, augmentations to increase reflexes, speed, strength, accuracy and intelligence, and the fact that he's just as good a shot would certainly help though...

Pretty much. And Garrus is one of my favorite video characters of all time.
Master Chief is a genetacally modified super soldier. He is stronger, faster, and more durable than any normal soldier. He's been trained to kill since he was six. Plus he has heightened intelligence and the SPARTAN II program basically gave the Spartans metalic skeletons. As much as I love Garrus, Master Chief would destroy him
