On the way to a village, forest, dungeon, etc. the party somtimes has a random encounter. It looks like these encounters decrease when playing longer. Does anyone know if these encounters will last forever (thus providing a way for extra xp/loot by simply travelling much)?

Another thing is the random merchant encounter (Old Togrim?). I wonder what the purpose of this is after level 5 or so. He does not sell anything useful (or maybe 1 thing, but once bought nothing - I wonder anyway if anyone ever buys armor or weapons later in the game, with the exceptance of very valuable stuff)

No, as near as I can tell the game just picks a preset encounter from a list that you haven't done yet which is available to you, and checks it off after you have done it. Some are always available, some are scripted to occur based on events in your progress through the game such as Zevran. The only one you will have a chance to find more than once is Old Tegrin. There are rarer encounters such as the one for the 'star metal' that you might be unlucky and take nearly an entire game of travelling the world map to find. Or you might find it just as you leave Lothering, it is all luck really.

What El-Destructo said. There is a set number of available encounters. Each encounter has a certain percentile chance of occurring whenever you travel to the appropriate terrain type, and each happens only once, so when you've experienced them all you're done.
