Put some more time on the net (next week).. you'll get the hang of it and not miss. I agree with your point that it isn't worth taking it to rank 6... but that rank 5 slow armor evolution is worth it IMO. It lets you stay in front of the bosses longer and spam incinerate.

^ AGREE. I love submission net... when it hits. Sigh. The rest of the time... I believe if you take it all the way out to rank 6 you get some utility out of a missed subnet, but it doesn't make up for the uselessness of its targetting.

On-Topic; The VHE is certainly not a terrible character, I just wish they'd buff Submission Net some more, missile speed or recharge speed. Pretty much anything making the ability quicker to use is very much needed.

1.) Buff submission net......It really needs it right now
2.) replace incinerate with flamer

On topic: I like the Kishock on him. The Graal is always awesome, but I find the Kishock even better here. Still prefer my Reegar Soldier tho, Flamer is boss
Edit: Sub net can be detonated. I dont know if it is because I took the field evo at evo 6, but mine detonates no matter what enemy I put it on.

I've specced him like yours except I took rank 4 duration in Subnet instead of rank 5 power damage in his passive (I use Incinerate first and foremost to set off fire explosions so a little extra power damage is not going to make a huge difference, and the extra hold duration is pretty good).
Unfortunately Subnet's cooldown is bugged so it doesn't work like I want it too. My Vorcha Engineer uses the Claymore and my plan was to trap the most dangerous enemy in his net, blast the other goons with Claymore and light them up with Incinerate before turning back to trapped enemy. IMO that's pretty much the only thing that sets him apart from his brothers - the ability to CC some enemies with his net (a "tactical" Vorcha if you like![]()
Hopefully BW will fix this next week so I can give this guy a proper go.

That is a fairly useless evolution. In case you didn't know, it will only increase the duration for wich the enemies are incapacitated AFTER they fall out your sub-net. Incapacitate duration =/= grapple duration.
