Does cryo ammo pack a punch?

I'm doing an insanity run with an infiltrator using the black widow X. With cryo ammo on, I can one shot cerberus troops (after shield stripped) aside from the phantom with an uncloaked body shot. No where on the cryo ammo description does it say + damage to health. When I put disruptor ammo on, with a 16.5% health damage bonus, assault troopers survive body shots with 1 bar of health left.

My question is, why does cryo ammo apparently do more damage to health than disruptor? All the enemies I kill shatter, so the only thing I can come up with is that the freeze effect is applied a split second before the shot damage goes through and makes the difference, though I'm not sure if this is correct. Anyone know if this is right, or the real reason?

No idea, but I suspect what you suspect: that the freeze/chill effect is applying before the the Black Widow damage is calculated.

I assume you have specced Cryo Ammo do deal more damage to targets?

Yes I did spec for the damage combo, that has to be it, the 50% more damage to frozen targets. Well in that case, cryo ammo is easily the best ammo for the slow, hard hitting sniper rifles.

Ammo power damage has always been applied before weapon damage (except with Incendiary), so as you suspect it is likely that the debuff is being applied first.

Frozen enemies take 50% more damage (I think it is a 1.5 multiplier in fact), the last evolution of Cryo Ammo can add another 50%, IIRC.

edit: At least I thought the above is true for SP Cryo Ammo... supposedly Cryo ammo consumable in MP doesn't actually cause enemies to take more damage.

Nah, Disruptor stuns, can break the shield gate, and primes for tech burst along with its high damage to shields/barrier and extra health damage. Cryo is very good but does the 50% damage combo thing apply to chilled targets or only frozen targets? If it can apply to bosses then its better than disruptor against them.

Damage bonus is to frozen only.  It does weaken armor, but that isn't as big a deal on the high damage per shot weapons.

I like Disruptor as well.

In a manner of speaking.

Ammo power damage is applied before the weapon shot damage.  So if the ammo power damage is equal or greater than the amount of shields the target has left, it strips the shields, and then the shot damage can hit the target.

The main issue is that Disruptor Ammo did not get the giant multiplier to shield and barrier damage that the consumable has received via a buff.  So usually you won't get enough shield damate to bypass the gate unless you have damage the target already, at least not on Insanity.  In SP this isn't too far fetched; your squad is firing at targets, and something may have gotten hit by an AOE power and be weakened.  Or, say you overloaded a targets shields, but had to shoot at something else for a bit and he starts to regen shields, you can cut through the small amount the target has regened and not have to waste an extra shot.
