Just popping in to say that I would LOVE a toolset. Definitely more so than multiplayer or alternate armor DLCs.

I have spent plenty of time with Creation Kit and RedKit so would love to spend time with Thedas Kit

Holy necroed threads, batman.

My quip aside, the devs have already put this one to rest: The middleware is the issue. When you are using middlewares x, y and z, all of which come with licensing fees, you have to figure out a way to mitigate those costs for the end user when you want to create a toolset. And given that no developer in the world would be able to sell enough customers on the idea of buying the tool set (too many, including myself, would find the idea morally reprehensible), you are only left with three options:

1. Just eat the cost of the licensing -- which, depending upon which middlewares are being used, could be quite enormous.

2. Figure out a way to get around the licensing fees, either by somehow getting the companies to give them to you for free, or by otherwise mitigating the costs with ads or other ideas (here's you're toolset, kiddos!. Now remember to have those Coca-Cola™ logos facing the camera in your cutscenes!)

3. Don't release a toolset.

Given that option 1 is the business version of running naked through a swarm of bees while covered in honey, that's out of the question. Option 2 would gain a backlash almost as large as the option of charging full price for a tool-set. Therefore, the only option that makes any sort of sense is option 3.

It has absolutely nothing to do with their appreciation for the fans, or lack thereof, and everything to do with making the best decision with the resources they have. I doubt anybody at Bioware is thinking, "Yeah, **** the fans. No tool-set for them." Games like Skyrim, Fallout 3, Dragon Age: Origins,  etc, have proven that a tool-set can increase the shelf-life of your game and therefore increase your profits. So I don't see any studio refusing to make a tool-set when it's a viable option.

TL;DR: The devs haven't given a definite no, but middleware licensing costs are an issue. Don't expect a tool-set anytime soon.
