I understand that this may be an unlikely scenario, but let's say hypothetically a non-human wanted to join the Alliance military. Are there any restriction on that, or can other races join? Just imagine and Asari with a human father wanted to join or something. Would that be allowed?

Well, wasn't Shepard's crew in fact in the service of SA military? But I assume you find it different from joining its military ranks, what could be treated like a treason by other races as well. I believe there are some hints in the games and books.
The importance of nationality in ME universe is almost insignificant, but that doesn't quite apply to species (as opposed to Star Wars universe). As much as having turian as a human chancellor is pointless, one could assume that military should be uni-racial due to risk of espionage. On the other hand, there's Vol Protectorate being a client race of the Turian Hierarchy, with shared military (mostly turian).
Personally, for sake of pragmatism, I would allow deep cooperation but not direct incorporation of alien races in the military. Still, this may change after ME3...

I think it would come down to being a case of citizen ship. The most likely would certainly be an Asari with a Human parent that was born and raised in Alliance space. I don't think there has been enough time for that to happen though, not by Asari standards at-least. Other then that I think it would simply be a case of anyone who can get citizenship would be allowed to join, although there would be a HUGE fuss about it, with protests and debates and all sorts of.
