The devs have said that they would be incorporating stuff from the cancelled DA II DLC into DA III. I assume that's what OP is talking about?

Since it the Exalted March was the DA2 expansion, and it was supposed to wrap things up with Seb, I imagine if it is in DA3, we'll see him in one form or another.

Though without Templars, the Chantry can't exactly start an Exalted March can it? Unless the Templars have declared one against all mages, but I would think it needs the Divine's approval which it evidently does not.

The game doesn't necessarily have to start after DA2 (Or Asunder) ends. Though saying that unless the PC is a marcher or something it'd be fairly hard to really get involved with that stuff.

I always thought that the exalted marches were more than just templars (though I could be very wrong on this point) and were a combination of all the forces that the chantry could bring up. So the faithful that could fight, seekers, templars, various armies from chantry related nations, exc exc.

If you are right, I didn't know that, but it makes sense. However, the Templars have far greater numbers and with the "world on the brink of war" I don't think they'll be able to spare any soldiers. Even Orlais, I think they're involved in a civil war at the moment.

If they do incorporate the canceled Exalted March dlc into DA3, I wonder if we'll get Sebastian as a companion?  That would be pretty awesome, seeing as how he has room to develop into a leader.

I think the devs implied we'll see some of this content in DA3 but how much is the question. I personally think we'll only see a small portion of that expansion in DA3.

I'm pretty sure that one of the devs said that they would kinda mash DA3 and exalted march together. I could be wrong though so don't quote me on that.

An Exalted March is a in-universe equivalent to the Holy Crusades in real life (or at least my take on them). If so, then pretty much a sanctioned Exalted March would include troops from all the Andrastian nations, not including the Tevinter here. However, with the issues of the Templars and Seekers breaking off from the Chantry, it is possible the one to hit Kirkwall was not entirely sanctioned by the Divine.
