I wanna what triggers the preatorian to shoot the beam from its ass.

I'd say it's the AoE of the beam. Soft cover is unreliable when it comes to those beams, but I think if you literally hug the wall, like standing very close to the wall while peeking out in soft cover the beams don't seem to be as likely to hit you, which drastically gimps the flexibility of using soft cover.

Almost died of the stupidity alone first time this happened to me..."I'll sneak up behind this pesky Praetorian and shoot him in the arse...WTF!! he just shot me outta his arse!!"

It appears it can also shoot through low or very thin cover. I've been hiding behind low hard cover and still gone down.
