Harrowmont saw himself as a caretaker--nothing more, nothing less. The only reason he put in his claim to the throne was to keep Bhelen from getting it, otherwise, he'd have been happy with Trian or the dwarf noble, or almost anyone else. He sees Bhelen as fundamentally corrupt and lacking in honor and integrity--which, let's be honest, he is.
Bhelen is a Machiavellian figure in the truest sense of the term--if he'd ever gotten a chance to read a copy of
The Prince, he'd agree wholeheartedly with Machiavelli's philosophy. Bhelen believes that the ends justifies the means--a very dangerous path to follow.
Both individuals are poor choices as rulers--but you've got to work with what you've got...
