Yes! That's the "friendship" version of the act II Anders conversation I think. (and Anders does say that there aren't any cats around for which one of the reasons could be that the refugees ate them :crying:)
So it's not just us, even Anders have noticed the curious lack of cats in and around Kirkwall and wishes it was not so..

But what really made me sad (regarding the outrageous cat-situation in DAII) was this:

There WAS supposed to be a Sir-Pounce-Alot for Anders. But they didn’t want the cat as an inventory item (they wanted the cat to walk around the clinic) they couldn’t want to create a whole new model. They did think about a staff with a cat’s skull on it, but David was like, “OMGAH NO! Thats so cruel!!”

Not to mention Ser Pounce-a-lot could ressurect the dead. I don't recall our Mabari ever doing that.

That would have been awesome.  Vengeance-Anders having sacrificed Ser Pounce-a-Lot to create his new staff would have been a great hint right off the bat of what kind of 'My agenda at any cost' nutjob he would turn out to be.

If DA3 does have cats, there needs to be a "let the cat out, let the cat in" mini-game in the interests of verisimilitude. I work at home and my office is at the front of the house. Every five minutes, especially if it is cold or raining outside, I will hear a little "mew" and find one of the cats standing on its hind legs, peering into my office, demanding to be let inside.

Five minutes later, that same cat will come "mewing" around my feet, demanding to be let out again. Five minutes later, the other cat will demand to be let in. And so the cycle goes.

The worse is when they look at me with disgust because they do not like the weather and demand that I change it.

So I think DA3 should have annoying cats, interrupt you at crucial moments; say when you are just about to kill a boss - the cat demands food, water or to be let outside before you can deliver the death blow.

Or just when you finally get to the romance scene, before you can continue, the cat needs to be let out of the room and then, while the chick-a-bow-wow music plays, the sequence stops because the cat begins crying and swiping the floor with its paws underneath the door demanding to be let back in... You can let the cat back in but your LI refuses to continue the scene until you put it back out again - which is then interrupted when it demands to be let back in again...

Yeah, if we are going to have cats, then they have to be annoying as well as cute and cuddly...

Oh, definitely.  I think that if the player character attempts to read any books in cutscenes, their cat should jump up on the table, and lay down on the pages.

Also, when the player character enters their home at night, the cat should eagerly rub against the character's legs, almost (or successfully) tripping them.

I think you are on to something here. Having a cat should directly affect how complete your in-game codex is because you can never finish reading one before it jumps on your lap and demands attention.

You could even take it further; having a cat, should increase your approval rating with potential femaile LI.s However, there should be at least one female LI, of the more practical vein, who will say, "Don't feed that stray" and you will lose approval points (feeding stray kittens is how we got all of our cats...).

Having a cat should also decrease your approval rating with male LI's and companions.

Having a cat should also give you a certain percentage of being tripped at crucial times in battle as it weaves between your legs.

To off set this, there should be moments when certain opponents see your cat, go, "Oh, how cute!" and then are distracted long enough for you to decapitate them.

See, the possibilities are endless.

Yeah, but dogs do it out of necessity; like those surviors from an air plane crash in the Andes.

Cats do it out of choice; like Hannibal Lector.

New DA3 idea; predatory cats that not only help you in battle, they consume the corpses to get rid of the evidence. After all, we had a Mabari to clean our faces in DAO. Why not a cat to clean up everything else?

And yeah, this thread is getting more than a little creepy.

Can we have some pictures of cuddly cats, dressed in funny ways now, please?
