As another PC and xbox player, I can say that aim assist is helpful about 95% of the time, you just need to know when to scope in. The trick with consoles is to do quick aiming with the right thumbstick and then fine aim by strafing. If I'm using a decently accurate weapon like the brophoon, saber or harrier, then I have no problems getting 20 headshots in a fairly timely manner. Obviously not as fast as on PC, but still good enough. I've also managed it with the Revenant Turian Soldier spec'd for max ROF marksman and no stability bonuses besides the passive, so it's not like consoles are THAT bad.
The much more annoying issues are the slow camera speed, which is a fairly huge hit to situational awareness, lesser sound awareness from TV speakers than from a headset, dodgy sprint/camera mechanics and lack of reliable reload cancelling, though the Infiltrators, non-dodge classes and Human Soldier barely have to worry about that.
Also, the aiming mechanic is a bit weird, it feels like your aim floats off a bit when you let go of the stick. On PC, when you stop, aim stops. It's an annoying thing in Halo as well. Bash CoD all you want, I know I do sometimes, but it does have a really good console control scheme.
