Good FPS just can't have better story and gameplay than good RPG. It's just impossible. Pure FPS is always graphical-engine-and-multiplayer-biased game. Nothing more.

All of those story elements flew right over your head, sorry if you couldn't bother to listen to dialouge or seek knowledge from the other games as to how significant the events in halo 4 were and measure a story's worth based soley on none interactive cutscenes.

I did measure how the story was based solely on the cutscenes.
It was
A - lacking crucial context from the books that it clearly needed and for the same reason lacking qaulity as an attempted stand alone or break away story.
B - nothing we haven't seen before
C - to short
D - not rich enough
E - all of the above
Everything not featured in a cutscene just felt numb. They chose the less important parts to visualise.
I'm not arguing ME3 deserves it, but it shouldn't be given to Halo4 just because "choose a big name to give the top award to".

It's called "Look at the Terminals". More story for those who care, not in the face for those who don't care.
Everything else is nuts. It's not that short and it has a rich backstory.

The only thing there is "Why are there still Covenant enemies?" Everything else is workable with in-game knowledge without the terminals or books. They just enhance.

Most notably with the aggressive Covenant considering the Elites were bros with the UNSC at the end of Halo 3. All I got was "Alot can happen in 4 years". All-knowing Google helped fill me in afterwards.
That being said I do still consider Halo 4's story to be better than ME3's personally.

The story is rich on it's own and even richer with all the other mediums, or with simply using the halo wiki. I'm sorry that you didn't see it but I'm having a hard time understanding how you couldn't.
It's just that simply, in my opinion, halo 4 is better than mass effect 3 and felt like a better sequel.

I think that Halo 4 was a good mix of action and story. No need to load tons of cutscenes with exposition into the game. Plus, Spartan Ops is a delicious stream of story content every week.

I'd argue that since the Chief has been out of action for 4 years, niether he nor Cortana know why, so niether should you. Why should you? You (Playing as the MC) have been in cryo all that time and cutoff.
ME3 does the worst thing, not telling you why you're stuck on Earth for 6 months and who the hell James is. This doesn't jive since Shepard wasn't sleeping that long or out of contact. Where's the bridge?!
