Despite the fact that Vincento supposedly doesn't care about his son's existence, he'll only tell you his location if you show you're/Bethany's a mage and he sounds very relieved Feynriel will get help for his problems. So does he love Feynriel or not?

The boy is 'his blood' so regardless of what he thinks or feels, he's trying to help him. (Mostly I think Bioware included him so the player doesn't have to go ask a templar where an apostate might be hiding, which, despite Thrask's compassionate nature, seems extremely foolhardy to me). He is never mentioned later by Arianni or Feynriel which implies (though it may not be true) that it was the only time he had any contact with the son he abandoned.

So it's more like he doesn't want to take care of Feynriel, but he doesn't dislike him to the point that he'd toss him out into the curb with no help at all?

Exactly. Maybe he even felt guilty he was never there for the boy, and the poor kid is so desperate at that moment, he is trying to assuage his guilt over abandoning him.
